Medical Malpractice Attorneys and Lawyers

I know a student who skipped Medical clerkship rotations and still got credit. How can I report him?

He graduated from medical school, got ECFMG certified and now he is a PGY 1 resident. I can prove that he was absent for 3 out of 4 weeks of one rotation via hotel, rental car, and flight records. Who should I present this information? ECFMG, His medical school, ACGME, an Attorney? And what if they do not cooperate?
