What type of attorney do you need to file a civil lawsuit?

What type of attorney would you need to file a civil lawsuit against a state for disrimination and professional malpractice (other than medical)?

1. A practicing one. Any lawyer not specializing in criminal law can do it. (Even one who does specialize in criminal law can, but would probably refer you elsewhere.)
2. A lawyer who specializes in civil litigation.
3. Any one can file a suit by making a printed complaint and having it filed at your court house. However, there are specific wording that must be used. You will 1st have to charge a specific person with discrimination and the State he/she represents. I don't think you can actually charge the state. The burden of proof will be up to you. Check with a corporate attorney.
